Here's a guide to finding them on three of the four levels (Hedrun Thaig is missing, though). You need to check your collections to see which levels still have missing gears. Some video guides on Youtube. EDIT: Since your tally is 22, sounds like you found all the gears in Heidrun Thaig, but there's three other levels with gears.

Archer Rogue. As an Archer Rogue, for your Dragon Age Inquisition best Rogue Equipment Amulet slot, you’ll want Malika’s Guard. This Amulet provides a ton of Attack and Dexterity at the expense of flanking bonus, which doesn’t matter very much for Archers. You can find Malika’s Guard in Crestwood after completing the Flooded Caves.

RdfjuX. Throughout the thaig and in nearby Deep Roads locations, the Inquisitor can find gears made from a metal that Shaper Valta cannnot recognize. A level 25 Nug has been spotted near the Gate of Segrummar closest to the Legion Of The Dead Camp, killing it yields roughly 300 XP, a Dwarven Dragon Statuette (varies) and 3500 gold.
Finding all the gears is a bit of a pain, so I prioritized doors for rooms with better rewards, and then went back and opened some of the other doors later. I was too lazy to get every gear and open every door though.
